No. Digiweb has chosen to specialise in website hosting, domain name management and email services, and has made a business decision not to compete in the website design market. Both - Digiweb is focused primarily on hosting sites within New Zealand to enable faster download times, as well as full control of the servers, without the need to rely on third party support. However, if you have a specific need to host in America, then Digiweb does have Linux servers in a co-location facility on the West Coast of America.
For the vast majority of times your site is not visible, it will be due to a problem somewhere along the route to where the server your site is located. Digiweb uses and recommends the product called Ping-Plotter (you can download a free version of this application from here: http://www.pingplotter.com/download.html). This will allow you to obtain a graphical representation of network congestion, and establish where the problem is.
Contact your ISP and inform them of the network problems you are experiencing. It is possible they will be able to switch the route they are taking to avoid the problem area, and improve the ping time to your website.
